Can I enter Thailand on a 60-day exemption and then apply for a DTV visa after a visa run?

This might have been asked before but i searched and could not find the answer.

If I apply for DTV e-visa in my country, still waiting for answer but my flight is coming up.

Is it ok to enter on the 60days exempt and then do a visa run after 60days re-entering with DTV?

and can it be at a border or do I need to fly out and back?

Normally you should wait till it is approved, that is why the advice is not to buy flight tickets before the visa is arranged.

There is a small risk your visa application is cancelled when you are not in the country you applied anymore.
