Hello, is it possible to get an extension of stay with a letter from the embassy in a case when all the relief flights are fully booked to avoid paying overstay ? Thank you in advance

Almost certainly not. Most embassies won’t issue those type of letters anyway. Perhaps if yours does you might have a case, but very doubtful.
