TLDR : Answer Summary
The user initially entered Thailand on a 30-day Visa Exempt Entry, extended it by 30 days at immigration, and then did a border run for a new 30-day entry. They are asking if they can extend again at the border. Community responses clarify that they can extend the new entry by 30 days at immigration, but border runs are limited to two per calendar year.
Okay you're NOT extending anything at the border, So let's work on your terminology one last time
You entered on a 30 day visa exempt entry stamp NOT a visa on arrival
You extended that entry stamp by 30 days at the Immigration office for 1900baht
You then went to the border, stamped out of thailand, stamped in and out of another country and then stamped right back into thailand to get a NEW 30 day visa exempt entry stamp
AND
You can extend that by 30 more days at the immigration office for 1900baht as well.
You are allowed TWO 30 day visa exempt entries by land in a calendar year (Jan 1 - Dec 31)
you mix a few things up. When you came you got a 30 day Visa Exempt Entry and you extended this at Immigration with another 30 days. Then you did a border run, stamp out, stamp in/out neighbor country, stamp in Thailand again for a new 30 day Visa Exempt Entry. You can apply for a 30 day Extension on Stay of this new Visa Exempt Entry or make a border run to get a new 30 day Visa Exempt Entry, be aware that the border run can only be done twice a calendar year.
