If I decide to give up my non-o retirement visa, would I be able to extend it just for 30-60 days when the 12 months renewal date comes up? Let's say my annual 12 month extension date is on May 19th. Can I just go to immigration and just get an extension for 30 or 60 days?
I'm going to close my bank account and go back home. I just want to stay for an extra 30-60 days.

TLDR : Answer Summary
The consensus among commenters is that you cannot extend your non-O retirement visa for just 30 or 60 days. Extensions are typically only granted for a full year (12 months). If you're planning to leave the country, it seems more practical to let your visa expire and return to Thailand on a different visa, such as a 60-day tourist visa, or consider a border run to obtain a re-entry allowance before your plans to return home.

Just do the yearly visa application and you will just leave the country when you are ready to travel back home, your visa will be just be cancelled once you leave the country
the problem is I want to close my Thai Bank account. I had thought that there has to be an account with 800k baht for two months to do a 12 months extension.
you are right about the money unfortunately if you don't have the money to keep the immigration happy to give you the visa you will be required to leave the country, or don't touch the money until you have the visa
No you can only extend 12 months. But what's the point of wanting a lesser extension if you're leaving? The cost would be the same. All extensions are 1900 baht
