Am I correct in thinking that your status is reset on January 1st? Asking for someone who has used up all their extensions and border runs?

After new year can they re-enter on a waiver free visa - as per their passport?

TLDR : Answer Summary
The status of visa exempt entries does not reset on January 1st. Immigration records are maintained in the database, meaning a history of entries and stays is still relevant. While the two land/sea border entries may be reset for the new calendar year, frequent use can lead to questioning by immigration and a possible denial of entry. It's recommended to be cautious if there's a recent history of overstaying or frequent border runs.

If your friend has a recent history of staying in Thailand , do not fly into Thailand. ONLY Use land border crossing entries into Thailand

can fly out ... BUT don't fly into Thailand

They are looking at your whole entry and stay history, not the calendar.

NO, your status and history is registerd in the Immigration Database and will not be deleted on 31 Dec at midnight.

BUT if you try to abuse and maximize the use of the 30 day Visa Exempt Entry, than yes, the rules is maximum 2 x by land borders in one calendar year.

Yes the 2 land/sea border entries will be reset in the new year, however, constant use of them may lead to questioning and possible denial of entry.

thank you. So in theory someone could fly out on December 31st and re-enter on 1 January. Although it may be risky.

There is no limit on air entries, though again, repeated visa exempt entries will lead to questioning
