Can renters complete the TM30 form for guests staying on tourist visas in Thailand?

I currently rent a house. I am having guests from overseas on tourist visas stay at my house for about three weeks next month. My question is....can I as the renter complete the TM 30 and thereby advise immigration of my guests details?

Yesterday, leader of the village announced new rule, 1.5k baht fine for owner and 4k baht for foreigner caught with what I assume is no TM30. He did not precise if it was for people on Work or Ed visa, or everyone including tourist visa and visa exempt. He also did not precise if they will ask for TM30 when you extend a tourist or visa exempt, like they do with Non-O. I am talking strictly about Khon Kaen and around. I will know soon enough I am due to extend this week.
