Can I change my non-immigrant ED visa from single entry to multiple entry using TM86 and a university letter?

I’m currently on a non immigrant ed visa. I could only get single entry when I applied for visa in Australia. Now my visa is due for renewal/extension - can I use the TM86 for (and letter from my university) to change classification to multiple entry for my ed visa?

No you can not. With the visa you got a 90 day Admitted to Stay period. If you come to the end you can apply for an Extension of Stay based on studying with papers from your school. Depending on the course you follow this will be 60 or 90 day days. If you like to travel abroad during in that period you need a re-entry permit, on return you will get the same Admitted Until date stamped in your passport.

Thanks I just did the single re-entry permit to travel to Hanoi for field trip last week. I'd rather pay more and do multiple re-entry this time to save all the mucking about in immigration/airports everytime I want to travel abroad.

If you have a stamp like that with Extension of Stay permitted up to .. July 2019 than you can apply for the Multiple Re-Entry permit and when you travel, on return you will get the same date .. July 2019 stamped in your passport. Example of re-entry permit:

Oh I mean I have a letter from Thammasat uni that will assist me in my request to get extension until July 2019 on my Ed Visa...

But from what I can gather, I can not change the classification of visa from SE to ME.

The Extension of Stay is not a letter, it is a stamp in your passport and has no entries provided because you already in Thailand. This is an example of the Extension of Stay:

Ok I already have the letter of extension until July 2019. Looks like its a multi re-entry permit. The permit will last the length of my extension won't it (July 2019)?

Oh I’m close to chaengwattana immigration in BKK. I intend to travel a bit around Asia whilst I’m here (study field trips and vacation breaks) so really seeking the multiple. If I can change the visa category to ME - it appears more cost effective

Not sure where in Thailand you are but here in Chiang Mai it is at the newly opened immigration office they sell them. Between Airport Plaza mall and Airport entrance.
