Can I change my child's visa from a 30-day exemption to a NON-O dependent visa while in Thailand?

Is there a way to change visa type inside Thailand in this case? Suppose I already have 1 year ED visa and my kid entered Thailand with 30 days visa exemption stamp. Is it possible no convert the stamp to NON-O dependent visa or we need to apply in Consulate abroad? Does it matter if she had a tourist visa upon arrival to Thainland?
