TLDR : Answer Summary
Changing a Visa on Arrival (VOA) to a marriage visa in Thailand is not straightforward, especially for Indian passport holders. You cannot convert a VOA to any other visa type. Instead, you would need to apply for a Non-Immigrant (O) visa from your home country, which requires presenting a marriage certificate and other documents to the Thai embassy. Furthermore, if you're unmarried and planning to marry in Thailand, you will need a Certificate of Marital Status obtained from the authorities in India, which will then be verified by the Thai embassy in Bangkok.
Also if you are still single you need to have Certificate of the marital status issued by Registration Office and ministry of Foreign Affairs in india then take it to thailand and issue that by thai embassy and after formal transfer to thai language to show it to Municipality for marriage . By the way your girl friend also need to show marital status certificate too . Also you need 2 person as Witness who knows thai and english language
If you have thai wife already you should apply for Non-immigrant (o) visa in the thai embassy in your country you need to show your marriage certificate and other paper work to the embassy to get this category of visa .
Firstly no arrival visa.. You need to take sticker visit visa after then you have make One affidavit that you are bachler from your local state court then have to make stamp from your state government then stamp from ministry of external affairs (Delhi) then you have to take this paper to Indian embassy at bangkok verify with them then you can do marriage in Thailand
Assuming you are from INDIA , you need the 60 days TR visa issued from India. The VOA is not convertible to any other kind of visa in case of Indian passport.
You need at least 15 days Admitted to Stay for the process, a Visa on Arrival only gives you 15 days so that will be a to short period. I guess you like to change to a Non Immigrant O visa based on Marriage, that is the official name.
