Can I book an appointment at CW for the ED visa section after my PE visa has expired?

My university has now given me the documents that may enable me to transition from a PE visa (expired) to an ED visa in country. Is it possible to book an appointment at CW for the ED visa section? I know that appointments are possible for some visa types, but I’m unsure whether ED visa is included.

The Section that does ED visa extensions (Section N-1) is not the section that issues in country visas (Section C-1).

I'd say make an appointment to go to Section C-1 they are the people that issue visas inside the country.
