TLDR : Answer Summary
If you return to your home country before your extension of stay for the over 50's retirement visa in Thailand is due, you cannot apply for a year-long NON-O visa again. You can only obtain a NON-O visa for 90 days upon arrival in Thailand, which can then be converted to an extension for retirement if you meet the financial requirements. Alternatively, you could apply for a one-year O-A visa in your home country, which requires health insurance that meets Thai government standards.

I have placed the TOPIC: Non Immigrant O-A visa on your post. Click on it to read many other posts from members who have asked about the O-A visa.

You cannot get a ONE YEAR NON O visa in your home country for retirement.

You can get a Non O visa for 90 days upon arrival. Which can be converted to an Extension of Stay for retirements like you say you now have.

You will have to meet the financial requirements for the Extension of Stay as a new application would in Thailand.

You can get an O-A visa for retirement and is only available in your home country. But you also must buy Health Insurance to obtain the O-A visa which meets the requirement as set out by the Thai government.

Here is the link to the approved health insurance companies which sell the O-A health policies

You can also provide a Certificate of health insurance prepared by your health insurance company if you already have a policy which meets the minimum requirements for the O-A policy.

See the certificate required in the link to the approved health insurance companies offering the policy.
