Is it possible to enter Thailand through ASQ on the "Tourist Visa Exemption"
And then apply for the TR visa to start when the exemption runs out?

I'd.hold out for a couple.of weeks if I were you. Thai immigration are making some changes to the visa process and requirements. They should announce the new requirements on Friday. So many stall a couple weeks until things are clear before applying for a visa๐
I think you're confused and what actually happened was immigrations did the big Section chief shuffle on Oct 1st which put a new head at almost every immigration ofice and they stopped issuing back door, under the table, b/s Non-O, ED, etc visas.
People were expecting things to settle down fairly quickly but it hasn't and until it does no one is getting those visas.
I do know ProLanguage, if you want to do a language ED visa, is amazing.
In BKK it seems to be totally possible to do the conversions in country๐
But if you find an agent before processing your TR visa, it might just be worth asking them what's happening with the conversions and if you can apply before entering Thailand... Just a suggestion. And just to see what they say.๐๐

No you can get a 30 day extension on your visa exemption, but tourist visas can only be applied for outside of the country

You cannot get a tourist visa inside Thailand. They are only available from consulates outside of the country.
You can enter on visa exempt and get stamped in for 30 days and you can apply for one additional extension of 30 days giving you 60 days total.
Or you can apply for a tourist visa before you leave for Thailand and then once you receive that you can enter and be stamped in for 60 days and apply for a single 30 day extension giving you 90 days total.
If you need additional time you can look at other options like signing up for Thai language lessons and getting an ED visa.
Or you can leave the country and enter again on visa exempt (and do sandbox or test & go or whatever the entry programs are at the time) and get an additional couple of months.
