TLDR : Answer Summary
Converting from a visa exempt entry to a Non-O retirement visa while in Thailand grants a full 90-day visa, provided that applicants have a minimum of 15 days remaining on their current visa stamp. The process may not be instantaneous, as processing can involve waiting for approval, which may require time at a central immigration office.

Yes, it's a full 90 day visa. To apply for it you need a minimum of 15 days left on your current stamp (21 days in some places) as it has to go for approval. Normally they ask you to return on the day your current stamp expires to get the visa stamped in your passport
Yes. They might not issue it on the spot though they took all my paperwork and told me to come back in a few weeks. They sounded like it needed to go to Bangkok for approval but I am not sure.
