TLDR : Answer Summary
When converting a visa exempt entry to a Non-O retirement visa in Thailand, it is confirmed that the new visa issued is a full 90-day visa. However, applicants must ensure they have at least 15 days remaining on their current visa stamp. The application process may take time, as it may need approval from Bangkok, and applicants are usually required to return on the day their current visa expires for the new visa to be stamped in their passport.

Yes, it's a full 90 day visa. To apply for it you need a minimum of 15 days left on your current stamp (21 days in some places) as it has to go for approval. Normally they ask you to return on the day your current stamp expires to get the visa stamped in your passport

Yes. They might not issue it on the spot though they took all my paperwork and told me to come back in a few weeks. They sounded like it needed to go to Bangkok for approval but I am not sure.
