TLDR : Answer Summary
You can start the application for Thai permanent residence at your local immigration office, such as in Chiang Mai, rather than having to go to Bangkok. However, it's important to note that permanent residence is not a visa; once granted, you won't need a visa anymore. The process is known to be lengthy and costly, requiring hundreds of thousands of baht for processing. Given that you have been married to a Thai national and have lived in Thailand for 10 years, it's advisable to consult with your local immigration office for detailed guidance.

I believe you are talking about acquiring Thai permanent residency. It is NOT a visa.

The tiny portion of the inter-web related to thailand is FILLED with information about how you can apply for permanent residence.

This is a good place to start about getting P/R

It's a long process, not easy to obtain, and will cost you some hundreds of thousands of baht. But anyhow it starts in your local immigration.

A permanent residence is not a visa. If you get that, you will not need a visa anymore. That said, you should talk to your local immigration about applying for it.
