Can I apply for a Non-O F (Diplomatic Type) Visa for Thailand from Cambodia without being a resident?

Hello all, has anyone here ever applied for the "Non-O F (Diplomatic Type) Visa for Thailand from Cambodia, provided you were not a "resident" in Cambodia?

I understand some Thai consulates require you to be a resident or national of that said country to be able to apply for such a visa for Thailand.

Any help/advice on this would be much appreciated!

We have tried calling the consulate in Cambodia and they have not been replying / picking up.

Edit: The persons in question are not actually diplomats, they just require this type of visa (UN)

Diplomatic visas are all handled by the recognized diplomatic agency sending them to Thailand. They are not applied for by the individual. It is part of any diplomatic assignment.

Yes I did note this, however I'm guessing because it's a very rare type of visa, they just haven't thought of adding it to their general list.

I assume in reality you are able to apply for it.

You do not require a diplomatic passport for a Non-F visa. It can be issued on a regular passport.

"someone" does not apply. The official diplomatic agency they work for applies when they get their assignment to Thailand. The consulate should inform you of the appointment date.

let's not get lost in semantics. The fact is we physically still have to go ourselves to apply at a Thai consulate. We are familiar with the process, we just wanted to get an idea if it's possible to do from Cambodia or not if we are not residents there.

if you hold a valid diplomatic passport then the embassy in Phnom Penh is where you physically go. You don't have to be a resident.

We do in fact have to go to the consulate ourselves to apply for them. We have done it before.

The UN sends a letter directed at the specific consulate we wish to apply for, ala sponsorship letter.

They do not actually apply them physically for you.

Diplomats should go through their contact at their respective embassy. But to answer your question, there is no residency requirement for the Non-OF visa, only the STV, METV, and Non-OA visa.

Thanks for your reply Garrett Greenwald. I should have been more clear:

We are not actually diplomats but it seems for my wife's profession we require this type of visa.

May I know if you have had or someone you know has personally had a similar situation as us?

None of the consulate websites are quite clear and it's not easy to get in touch with many Thai consulates at the moment.

Here's a brief layout of it from Thai E Visa / MOFA website:

Ordinary passport holder, whose purpose of visit as followings can apply for the Non-Immigrant F Visa.

.To work with the government, diplomatic mission or an international organisation in Thailand (immediate family included).

To attend a meeting with Thai agency or to participate an event organized by Thai government.

Family or dependant of diplomatic officers/officials based in Thailand.

Perhaps the wording is not accurate on my part. It is not "just" for Diplomatic purposes.

My wife has had this visa before (Non-F), she works for the UN. It can be issued on a regular passport.

We just want to know if anyone has been successful applying it from Cambodia or not given the different set of rules the specific consulates around the world have for visa applications.

(Ie. Can apply for Tourist Visa from Cambodia, but not from France if you're not a resident).

I know for a fact there's no restrictions on tourist visas in Cambodia, PP is a common visa run location.

Diplomatic visas are only issued to diplomats traveling to a country on a diplomatic mission. I don't even know if they're issue them into a regular passport. There's not a lot of information because the lay person doesn't apply for them.

What is your wife's profession, and what is her purpose of traveling?
