Can my friend enter Thailand on a tourist visa and apply for a retirement visa after his eVisa application was rejected?

Asking for a friend who has no FB account:

He has applied for an eVisa non-immigrant type O (Retirement) yet he scr*wed up the form and didn't provide the correct documents, even when he received a response that he should do that.

Finally, they rejected his request for insufficient documents.

His question: Can he enter Thailand on a tourist visa (after all this) and apply for a retirement visa in person over there? he prefers to do that this way.

**He meets all the requirements (Age, Money in his home bank account, etc)

I guess that he will come without a visa then. He will have problems to open a bank account without a visa and his home bank account won't help here

Theoretically he can do it but the problem will be opening the required bank account on a tourist visa. It's become very difficult to do that recently.

Yes he can apply for a single entry Non-O in Thailand, however the money will need to be in a sole account IN Thailand.
