Can I apply for a DTV visa with only a 1-month bank statement since my bank account is new?

I am applying at the Vietnam Hanoi embassy.

In London and Phnom Penh it appears that is acceptable. Other Embassies will have different rules

Depends on the embassy/consulate...each place/country has its own rules. For some a month is enough, others ask for 3 or 6 months, and there are places where they just want to see the money in the account...even same day transfer is accepted.
