Hello. I’m scheduled for a non-immigrant visa appointment at Savannahket, Laos Thai consulate general this Monday, August 5th.

However, I’m late to the game and just learned about the DTV visa and I’m a good fit as a digital nomad/workcation. I have everything I need but I’m currently in Thailand and I know I must be out of the country to apply.￼

Do I need to return to the United States and apply for the DTV visa or can I simply go into Laos and apply for the DTV at the Savannahket Thai consulate general during my appointment￼

nope you can apply for the DTV in Savannakhet, read the requirements posted on their website, and apply, it's 10k baht for the visa
