Hi,

Please advise me.

I am currently in Bangkok on a tourist visa, and I need to apply for a DTV for both myself and my wife.

Where is the best place for us to apply together—Laos or Vietnam? 

Since Vietnam have e-visa portal, can I start the DTV application process from Thailand while on an e-visa?

You could start it in Thailand with the application submission and payment in Vietnam. Vietnam has more favorable ratings than Laos i think.
