Yes, you can. You must first open an account with Krungsri Bank. Then you may apply for a credit card. However, you must place a collateral credit limit on your deposit, which is locked (you cannot withdraw). Normally, the bank will provide an 85% credit limit against your deposit.
For example, if you deposit THB 100,000 into your savings account (which is locked by the bank), your credit card will have a credit limit of THB 85,000.
This facility is not available at other Thai banks.

Forget about both of those. Most expats can't get a loan. It's possible with a Thai company, but not easy. Only a few can get a credit card, and only with a work permit and decent salary.

Even on a WP with a good salary they are reluctant to give out Credit Cards - I mean salaries with 250k++ THB per month going into account they can hum and ahh over a CC. The might give you a card with a limt of what you will put in an escrow but it is same as Debit Card really what you get anyway.
