I have dtv visa . Dtv visa can not bank account . Right now?
Answer summary
Opening a bank account in Thailand with a DTV (Digital Nomad) visa can be challenging. While some banks may allow it, many do not, typically due to the requirement that account holders have long-term residency visas. The Bank of Thailand has instructed banks to assess account eligibility, which often results in banks refusing accounts for holders of tourist visas, including DTV. Strategies suggested by community members include visiting different bank branches, obtaining a local contact to assist, and preparing for possible rejections.

Surely there's enough to go at without making stuff up
it's not 100% impossible. You can try your luck at different branches (except bangkok bank). Dress well, be nice and polite, you can get lucky. But be prepared to get a lot of rejections, make sure u don't get angry and argue too much.
Else, some visa agents still have the right connections, you can try that way too (you can find them on fb so it's easy to try)..
As someone said above, it's down to the local branch manager's decision, as it's not a law, just a policy.
The Bank of Thailand instructed the Thai banks to only offer accounts to foreigners who are long term stayers in Thailand, they did not say how and left to the banks to make the assessment. In practice the banks have been asking for non tourist visa to fulfill that requirement.
The branch manager has the ultimate discretion to all allow bank accounts, and there can be differences on the requirement. The DTV is a tourist visa and not normally accepted, and in some cases accounts opened have subsequently closed.
