If you cross at a border where there is a Visa on Arrival service point you can cross. Alternative is fly out and back in to get a new Visa on Arrival or fly back to India to get a Tourist Visa or other visa that fits your purpose of stay

No...Indian citizens only can obtain visas in India and are limited to 15 days visa on arrival. No extensions allowed.
