TLDR : Answer Summary
A Philippine passport holder can initially enter Malaysia without a visa for up to 30 days on a visa on arrival. However, to stay for two months, she must apply for a 90-day tourist visa at a Malaysian consulate, such as the one in Bangkok. Alternatively, she can extend her stay by obtaining a special pass for an additional 21 days after entering on a visa on arrival.

Ms Julia, if Philippine passport holder, can only obtain free visa on arrival which 30 days only allowed but if wishing to stay two moths as tourist visa in penang , then must apply a 90 daya tourist visa in malaysia consulate in Bangkok. If getting the free visa on arrival, can obtain a special pass inside penang immigration on which will give extension of 21 days to stay in malaysia.

people from the philippines don't get a free visa on arrival, :/ They get a 30 day visa exempt stamp. They can extend that by 30 days at the immigration office for 1900baht.
They also get into Malaysia for 30 days FREE, no need to go to the malaysian consulate and apply for a visa beforehand..

that is incorrect :/
