TLDR : Answer Summary
An Australian tourist who enters Thailand by land from Laos and extends their 30-day visa at an immigration office can technically do a border run to obtain another 30-day stay, provided they stay within the written rules. The general regulation allows for a maximum of two land border entries per calendar year for visa-exempt travelers. However, individual circumstances such as travel history and specific border restrictions may apply. It's advised to check local expat groups for detailed experiences specific to the border in question.
The written rule is that the limit on land border entry on visa-exempt is twice per calendar year. As long as he is within this limit, he can enter Thailand again through the land border.
Other restrictions vary by the location of the border and also depending on his previous history of travelling to Thailand.
This group doesn't recommend or go into detail about border-bounce. Please try to post on the local expats groups related to where your friend lives or the border is located.
One thing this group can advise is, the Poipet Cambodian border would be not easy to bounce, even using the service.
