My friend that works in Thailand is American 

His daughter is getting married and he wants to go to her wedding 

Can he return back to Thailand on a work permit ?

Yes, WP is ok for re-entry. But still has to go through the application process for a COE, get a flight and undertake the two week's quarantine.
