Does anyone know if someone with a UK passport would be able to obtain a METV from the US (specifically DC)? I know Australia will issue METV's to non-residents and was hoping the same was true for the states.

Yeah I saw the alien card/visa thing but wasn't sure if an ESTA counted as a proper visa.
