TLDR : Answer Summary
A Thai birth certificate for a newborn cannot be obtained in English directly from a district office (Amphur) as they only issue documents in Thai. For English documents, it is advisable to contact the Ministry of Foreign Affairs for translation services. However, it is noted that some Thai documents can be obtained in English at district offices; verifying this information from official sources is recommended.

Thanks Gerg...I just got to know over official website of MFA that 30 Thai documents can be obtained in English in all district offices in Thailand.

No a district office or Amphur will only issue documents in Thai, to get it translated contact the ministry of foreign affairs in your province. Make sure who ever translates it is recognised by the ministry and has a stamp of certification
