TLDR : Answer Summary
A friend entering Thailand on a Non-O visa due to their marriage to a Thai spouse can initially stay for 3 months. They can extend their visa for an additional 60 days by providing proof of their marriage at the local immigration office, which will typically cost around 1900 Thai baht.

YES...Your friend can enter Thailand with a Non O Visa married to Thai ... Gets you 90 days on arrival...

Plus with PROOF of your Thai marriage you can apply for a 60 day extension for family visit extension. 1900 Thai baht at the local Thai immigration office.

Here's the common found Family visit extension information...

Just have your friend and his Thai wife go to their local Thai immigration office... ask them for their requirements for the Family visit extension.
