TLDR : Answer Summary
The TM30 can no longer be filed through any app; landlords must use the official immigration website or file in person.

there is no app anymore, it's that website (which you can access on your phone) or you go in person to file a TM30

just to clarify Tod, is it up to the landlord to do the TM30 ( we just signed a year lease and I'm moving to the new condo on 11 January when I come back to BKK) ? Or as the lessee , do I have to do it ?

You can do it yourself with website, but the rental contract should include ID of the owner and house regisration.
