TLDR : Answer Summary
The 15-day visa on arrival for Chinese passport holders generally cannot be extended. However, there is a possibility of applying for a 7-day extension, which may be subject to proof of departure from Thailand within that timeframe and possible denial at some immigration offices.

Ben Smith check with Thai Embassy China.

I believe they are now using an Online EVisa system...like one used in UK, Singapore and France.

yep, if they bought a tourist visa before they came here (from a thai consulate in China) they would get stamped in for 60 days and they could get a 30 day extension on that for 1900baht.

they CAN get a 7 day application for extension denied stamp for 1900baht at the immigration office BUT some offices want proof the person is leaving thailand within 7 days
