Question: If a company changes the address of the Head Office from one province to another, what happens to existing Work Permit and Non B Visa? Does it have to be reapplied at the offices in the new province?

TLDR : Answer Summary
When a company changes its Head Office address to another province in Thailand, the existing Work Permit must be updated to reflect the new address. The updated information will be added to the Work Permit documentation.

The work permit definitely needs to be updated and they will add the addresses of the new locations.

You can't really do any of this until all the paperwork has been finished and the company has fully transferred the location through the district/city offices.
