Are Non Imm O visa holders also required to show 20,000 baht in cash upon arrival in Thailand?

So I guess everyone is now noticing the apparent tightening up on the 20,000 baht or equivalent in cash upon arrival.

I was wondering if it's the same for Non Imm O holders?
