Hello all, given that Thailand opening up on November 1st, are they still doing COVID extensions? If so: 1) is it at CW or MTT? 2) what docs are needed? Related question: are any of the overseas embassies/consulates issuing Non-O (marriage) visas right now?

TLDR : Answer Summary
As of October 2021, Thailand is still offering COVID extensions until November 26th, which can be applied for at either Chaengwattana or Muang Thong Thani, depending on your visa status. Various documents are required, and information can be found in existing threads. Regarding the Non-O (marriage) visa, it can be obtained domestically at immigration offices if you meet requirements, while consulates abroad may have different availability depending on local entry regulations.
NON-O RETIREMENT VISA RESOURCES / SERVICES
Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.

As far as whether you can get a 90 day single entry Non-O visa from nearby thai consulates, that's gonna depend on whether you can get IN to that country to begin with. Start googling around and reading the entry requirements and looking at the thai conuslate in those countries websites
You CAN get a 90 day single entry Non-O visa inside the country at the immigration office where you live; if you meet the requirements and have enough time left on your visa exempt/tourist visa entry stamp or extension from one of those entries ๐
You're already ON a yearly extension based on marriage to a thai that you got inside the country at the immigration office, just apply for another year extension.
I can't see the reasoning to leave, come back in on a visa exempt or tourist visa and then apply for an in country 90 day Non-O visa and then a yearly extension. ๐

I said the above comment because to get a 90 day Non-O visa issued inside the country you're going to have to meet the proof of funds and to get another year extension you would do that too (although the seasoning would apply too).
I can't see how one is all that much different from the other is all. ๐
Thanks, Tod. I posted previously, but my situation is such that due to company (and other) issues I was unable to get the 400K into my account to season it before my visa expires at the end of October. I was advised at the time I posted before to do a COVID extension at the end of October and then do another 1-year extension (I do now have the 400K, or at least will by the end of the month). However, until COVID, I almost always did my visas overseas since I travel a lot for business and I actually prefer to do them overseas because the process is generally much simpler than the in-country extension. So I was just inquiring about that possibility now since it looks like I'll be able to travel again fairly soon.
take a covid extension, use that time to season the funds, apply for the year extension and once you get it buy a multiple re-entry permit. That will give you a year to see if things will go back to the way they were in regards to you getting a year-multi Non-O from a consulate nearby.
Good luck with it, I'll close commenting, if you want it re-opened message me

Whether you go to Chaengwattana or Muang Thong Thani depends on your entry stamp, SO
what visa/entry stamp did you enter thailand on?
The 60 day covid extension program runs until Nov 26th <- meaning that's the last day you can apply for one.
There are HUNDREDS of threads about what documents are needed for the extension type 'covid extension bangkok' into the search tab of the group.
