I've recently read that the Thai govt. Is allowing special Visa extensions to tourists from 19 specific COVID-19 high risk countries. Where can I find out if Americans are included.... and how to apply?

You first must go to your Embassy BEFORE you are on OVERSTAY.

Your Embassy MAY give you an Extension of Stay Letter addressed to Thai Immigration requesting their consideration in granting you an extension of stay for 30 days.

BTW we have not heard of the US Embassy providing such a letter.

But still encourage you to ask for one
