Is there any news for ppl who get stuck here and what happens with a permit to stay for ppl with exception and extensions!

IF your consulate issues a letter asking for a 30 day unable to travel extension you can get that from the immigration office for 1900baht.

IF they don't you go to a thai consulate in another country (that isn't closed yet) and buy a new tourist visa to thailand if you can.

IF you can't do that you go back to your country..
