TLDR : Answer Summary
The UAE remains on the UK red list, and no imminent changes are expected. There are concerns regarding the high COVID-19 numbers in Abu Dhabi, even with vaccinations. The situation is fluid, and changes can happen unexpectedly, making it difficult to predict when the UAE might be removed from the list.

Covid numbers in Abu Dhabi are very high, despite having vaccinated most people with Sinopharm. South African variant widespread. They are talking about giving a booster vaccine already. Iโ€™d imagine Dubai is similar.

Difficult to see UAE coming off red list soon, but changes happen without warning so impossible to be sure.

No idea why it is on the list, it must be political as they have vaccinated more of their people than the U.K.

Yes, no imminent changes, more likely to be added to at present.
