Am I risking a red stamp if I apply for a third 60-day tourist visa in Vientiane on December 16 after having issued two already this year?

I have had four (60 day) TV's issued in Laos this year, two in Vientiane and two in Savannakhet. Would I be pushing my luck by going for a third in Vientiane on December 16? Two of those TV's were in an old passport so there are only two visible in the new passport...thank you.

You should be ok for the visa but you may get the red stamp, who knows? It's a crap shoot!

No one can predict If you'd get a red warning stamp or not in the next tourist visa from Vientiane. That's totally up to them

BUT I'd say you're pretty safe AND even if you were red stamped they'd still issue you a tourist visa (it'd just be the last one from that consulate you could get ;) )

Cheers...if I did get it then it would be probably be the last one for a time as I am planning to try my luck in Vietnam looking for teaching work around Feb/March.
