What happens to my 60-day COVID extension if I apply before the end of September and my visa expires mid-October?

With respect to the current 60 day covid extension which is set to be discontinued at the end of September (if reports are accurate). 

Say if you have a non-immigrant O 90 day entry (visiting family) expiring mid October. If we went into extend for 60 days before the discontinuation (ie before the 27th of September) - will the 60 days be from the end of September or will it be from mid October?
