TLDR : Answer Summary
The 30-day extension related to the COVID-19 situation appears to be applicable only for Tourist Visas, as per the official memo. Individuals holding Non-Immigrant Visas are advised to apply for their usual 1-year Extension of Stay at the local Immigration Office.

There is no 30 day covid19 extension, it's UP TO 30 days, at the discretion of the immigration officer.

you apply for a 30 day extension at the discretion of immigration. You need your embassy letter and copies of email correspondence with them. Plus residency documents.

Yes, the memo clearly stated that the letters from Embassy are only for Tourist Stamp (TS in point 1.

There are NO changes for people holding a Non Immigrant Visa and they can apply as usual for the 1 year Extension of Stay at their local Immigration Office.
