I have an appointment on December 6 in Vientiane and I just learnt that there is a public holiday on December 10 which is my passport pick up day.
Does this mean that my passport pick up date has now been moved to December 11? And if so what time are they usually ready for pick up?

Ask directly to the Embassy. My visa was issued on a public national holiday of the host country, which obviously wasn't observed by the Embassy (they worked as usual). Said so, my Embassy has on its website the calendar of closed days, which include all of the Thai public holidays and SOME but not all of the holidays of the host country.
Believe me they know when you apply that the 2nd working day after you applied is a holiday and they will put on the receipt WHAT date you show up. The paper will say you can show up on xx date after 13:30 to pick up your passport
Yes, if I had to guess I'd say it will probably be the 11th
You should ask that question when you drop off your application. How can anyone know here. They may process quicker or slower. You there anyway enjoy beautiful Laos for a few extra days hire a scooter get around .
