TLDR : Answer Summary
Your friend, who has a 60-day tourist stamp in Thailand, can potentially receive another 60 days upon returning after a visit to Vietnam, provided he has no recent history of overstays or other visa issues. It's essential for him to show proof of his return flight from Thailand, an address for his initial stay, and at least 20,000 Thai baht or an equivalent amount in foreign currency at the time of re-entry.

If he doesn't have a recent history of staying in Thailand with the use of visa exempt entries, extensions and other Thai Visas...

YES he will be stamped in for a New 60 days on arrival as Visa Exempt Entry.

He should be prepared to show PROOF of his flight ✈️ departing Thailand within the 60 days of his arrival, have the address of where he will be staying during the first week of his arrival and 20,000 Thai baht in CASH or equivalent foreign currency.

Likely if he has no recent history of staying in Thailand...he will be admitted without questions.

BTW...you did not state what the passport nation is of your friend.. ??
