Will my friend be able to stay 60 days on arrival in Thailand if they arrive before a new law takes effect?

Afternoon all.

I know i asked this question a couple of weeks ago, about the 60 days on entry reverting back to 30 days.as it hasn't been made official yet ,and when it is made official, there's a 15 day window,.

My friend and his wife fly out on the 18th landing 19th of this month. With the 15 days grace they should be ok for the 60 days on arrival, if im not mistaken,
