TLDR : Answer Summary
A user expressed concern about being asked to provide a photo of every page of their passport during a visa application in Ho Chi Minh City (HCMC), and several comments clarified this is a common verification process. It is mainly to ensure applicants remain in Vietnam and have not left the country before their visa is processed. Other users shared similar experiences and noted this is usually a formality.
I have a fairly new passport (may this year) and the only stamps are entry to TH, ED visa + extension. And of course by that time the Vietnam entry stamp. So many many empty pages. Do they want ALL those empty pages??
I have had the request at both BOI in Bangkok and Jomtien Immigration. It's nothing, just making sure you are not hiding anything loke deportation stamps etc
Yes many people, don’t worry , it’s a formality

It is usually to verify that you are actually still in Vietnam. There are too many people who enter, apply and return to Thailand before the visa is issued.
