When changing employers, who is responsible for cancelling the current WP and visa in order to begin work with a new employer here? Is this something I am to do myself? Or the employer I am leaving must take care of this?

It's your responsibility to cancel the current work permit. Visas can not be cancelled, however extensions of stays can be cancelled. If you have an extension of stay based on employment, it is your responsibility to cancel that extension of stay.

I’ve heard it is the employer who must cancel within 7 days. I wasn’t allowed to apply on my own without my employer present, I’m assuming I also cannot cancel on my own.
I can only advice, what ever you like to assume is you decision. But I never seen Work Permits handed out without a signature of the holder of the permit. Take a look in the booklet, your picture and your details are mentioned in it
