Would apply in homecountry, then less hassle to get documentation approved, and no travel expenses to a 3 country, with nothing else to do that wait for the visa.

I would still apply in Taipei due to the same day approval. 2nd choice would be Manilla as they were the most helpful, friendly and responsive out of all the embassies I contacted about the DTV. Jakarta, Vietnam equal 3rd.
