I need to do my 90-day report and also transfer stamps to a new passport (non o). I'll do them on the same day at immigration.
Which one needs to be done first or does it even matter?

TLDR : Answer Summary
When dealing with a 90-day report and transferring stamps to a new passport, it is advisable to transfer the stamps first. This ensures that the new passport number is recorded in the 90-day reporting system, allowing you to submit future reports online.

The best way to do it would be to move the stamps to the new passport then file the 90 day report under the new passport number so that the new passport number will be in the 90 day reporting system meaning you can do the following 90 day reports online.
I done this all in one day, first transfer stamps from old to new passport, for stay, retirement, then the 90-day report, and after renewal of my stay for another 12 month all done in under 2 hours as they done one at the time, Pathum Thani immigration
