yes if you are currently in Thailand. Some embassies seem more strict than others.

It doesn’t really matter where you are right now as some embassies simply won’t accept applications from non-residents. Laos is easy enough it seems. Does your home countries Thai Embassy accept eVisa applications?

I just checked it says they only accept evisas but the Thai evisa website doesn't have any option for DTV online. It says check your embassy:

So you mean you can't just go to a nearby country to do it? I read many people doing this. I have to check this, I didn't know about the evisa option. I am from Canada.
