TLDR : Answer Summary
Thai citizens can sign up for the Moderna vaccine at private hospitals, as it is not currently available through government programs. Hospitals such as Ratchapreuk in Khon Kaen offer registration, with prices around 4,000 baht. Chainart Hospital charges 7,000 baht for the vaccine. Availability may vary by location.

You sign up for goverment one you get what your given which isnt moderna at moment as
From media reports the moderna vaccine is available from private hospitals. I don’t think there’s any difference from Thai or foreigners. You pay and sign up. Vaccines start from October 1st. Supposedly.
Be aware that the Chinese vaccinations are in a lot of European and the US not accepted as valid vaccine and ppl have to comply with the regulations in these country as not vaccinated. Just in case if you want to travel back home sooner or later.
