Embassy one can travel to right now or before the end of December 2021 to get a non-b visa for a teaching job ?
Note: the persons
are currently on tourist visa / covid extension and the local immigration office does not allow changing visa type at the office and requires that one get it from outside of Thailand only.

Tell your friend to have a serious talk with the school. Going outside Thailand to get a Non-Immigrant visa will be expensive and complicated.
Your friend could find a school that knows what they are doing, HOWEVER it is important to keep in mind that it takes around 3 weeks to 2 months usually for schools to prepare Non-Immigrant B visa documentation for a potential teacher.
Help with what? Most immigration offices are able to issue Non-B visa based on employment for teachers.

At this time we do not know of any SE Asian country where you can go to get a Non B teaching visa.
Watch for Cambodia and or Singapore...
nothing is certain yet IF you possibly could get a Non B visa issued there...
We await reports.
Cambodia is OPEN...but do not know IF a Non B visa could be obtained there as years past preCovid.

I meant no disrespect Michael H. Nelson, I was only pointing out the O/P needs a Non-B not a 90 day Non-O based on being over 50 (retirement), sorry to have riled you up.
It is a plus that the thai consulate there is actually answering emails (y) It is NOT known as a user friendly consulate by any wild stretch of the imagination ๐
