TLDR : Answer Summary
To ensure your postal 90 day reporting arrives on time, it should be postmarked at least 14 days before the report is due. However, recent changes allow anyone with a 90 day report due now to wait until April 30th to submit their report.

you do realize that with the immigration ruling they passed last night anyone who has a 90 day report due now is allowed to wait until the 30th of April before you do it.
Now whether that means you can mail it in when ever you want to I dunno.

IF you are doing a 90 day report by post the envelope needs to be post marked (cancelled at the post office) 14 days before your report is due
